An open forum for questions and answers about Rocklin

 

In the Q&A session, participants had the opportunity to ask additional questions about the project as well as provide any final comments for the project team to consider as they proceed. The project team received questions from members of the community through the chat box, monitored by DeMaio. Here's a general overview of the questions.

 

Is an urban interchange being considered? Traffic signals are not required for this method. Here in the west, I am familiar with multiple applications, from Phoenix to Portland.

It is commonly known as a single-point urban interchange. The reason one was not considered for this location is that those interchanges have a large crossover in the middle. Currently, the bridge is not structurally sound, so it would have to be rebuilt. Due to that, the bridge would have to double in size and potentially triple, so the cost measure would be high. Moreover, they don't work well with highly skewed interchanges.

 

Does anyone know how many students are actually on campus these days? I have seen a significant reduction in students as a business owner.

Campus attendance hasn't yet returned to pre-COVID levels. As soon as Sierra College constructed the parking garage adjacent to the stadium entrance, it encourages students to use it as well. The address of Rocklin Sierra College has also been updated to Sierra College Blvd, so those using GPS will usually be directed to that other entrance. According to recent data, 70% of students are back on campus this year.

 

My location is Rocklin Road by the Salmon and the little overpass, and there are homeless encampments nearby

over there. On these trails, what do we do to ensure safety?

I am not involved in that project. It would be helpful to work with code enforcement and the local police department.

 

Rocklin Road must be made safer for pedestrians and cyclists in these areas. Are green-painted bike lanes possible in the meantime, especially as vehicles merge onto Interstate 80?

Currently, I don't think we have space under there for that. As confirmed by the engineering team, we don't have the space.

 

In flyovers, people dive over them to commit suicide. Trains are walked in front of by them. I had a lot of experience as an executive RT. In order to prevent people from flying over our flyovers, we built them so that they couldn't.

As a preventative measure, fencing will be installed. Fencing will be determined as we develop the design with Caltrans.

 

It is my concern as a business owner that is right there off I-80. I would like to know what we are looking at from Caltrans regarding my gas delivery, etc.? How long will it take to complete this project? What information will we be able to obtain? In the event that the business goes down, will we be compensated?

In verbal agreement with Caltrans, Old China Garden Road will become a right-out only road. Once the environmental approval has been obtained, the deal will be negotiated. A public and stakeholder consultation will be conducted throughout the design process. The right-of-way access will be discussed once we receive approval for the Environmental Document.

 

 

What is the funding source? Do we use Rocklin City or Placer County?

A: Its a combination. As part of its development impact fees, the city is contributing to the project. In addition to its Regional Impact Fee program, the Placer County Transportation Planning Agency rocklin (PCTPA) has other programs. So thats $16 million. A portion of the remaining funding will come from grants from the federal and state governments. The sales tax measure is the last point to mention.

 

Prior to this, the consultant had said the off-ramp on the eastbound side going to the right would not allow the light to turn red. In my opinion, going to the right where there is no traffic should be allowed.

There will be a Caltrans light that will operate at that location. During our last meeting, we made a small change to the design. That turn meets the requirements for a right turn on red. Accordingly, both lanes should have the turn-on red.

 

Bidirectional bike lanes: Are they available?

It is part of the traffic flow. It will facilitate pedestrians and cyclists to walk on the left pavement marking between Granite Dr. and Agular Road.

 

Right after Agular Road is the gas station. Can you still turn left?

It will remain possible to make a left turn.

 

The question about elevated crosswalks concerned conflict at the onramps and offramps, particularly in alternative 2. Presumably, traffic should already be slower at these points, especially with crosswalks in place. What signals are intended to ensure that pedestrians are given priority? A traffic calming initiative would be a good idea if no other changes are made.

It was one of Sierra Foothills Cycling Club's concerns about Alternative 2. Since traffic speeds are high out there, we won't raise the crosswalks. We cannot signalize those because they would back up onto Rocklin Road and create a safety hazard. The turns (eastbound on-ramp) are designed to be less than 20mph.

 

Which consulting companies are involved in this project?

Public outreach will be handled by AIM Consulting, engineering will be handled by Jacobs, traffic analysis will be handled by Fehr and Peers, surveying will be handled by Wood Rodgers, and right-of-way issues will be handled by Bender Rosenthal.
